Gym Badge Challenge
Everyone wishing to put themselves forward for the Gym Challenge must post their declare of challenge in the forum. Each time you win a badge, symbol, etc. post the replay or replays in the forum in the declare you have made.
Each Gym Leader has their own unique set of battling rules. These truly test the Challenger, and should they fail to defeat the Gym Leader in battle, they will need to wait 3 days before challenging the Gym Leader again. If you fail 3 times the Gym Leader can refuse to accept your challenge.The list of Gym Leaders and their rules is shown under the League Members tab.
Between the Celestia and Saraphia regions, there is a Gym Leader for each type, and 10 in each region. Challengers will not have to defeat all of the Gym Leaders. However, he will be required to obtain eight badges in order to qualify for the Celestia or Saraphia Championship.
Once a Challenger has gained eight badges and shown his or her prowess and badges to an Elite Four member, they may begin challenging the Elite Four members to battle. Like Gym Leaders, the Elite Four members each have their own unique set of battling rules. If you are unsuccessful against any Elite Four member, you will have to restart your Elite Four challenge, regardless of your success against prior Elite Four members.
If a Challenger is successful in defeating the Gym Badge Challenge, his Pokemon Showdown name will be forever immortalized in the Hall of Fame.
After conquering Celestia or Saraphia, the challenge may either challenge the other region or the Battle Frontier.

Rules for League Members wishing to be promoted
The gym leaders and elite four members are strong, yes, but their positions aren't permanent. As per the rules of the league, a trainer may challenge for a gym leader's spot, and a gym leader may challenge for an elite four spot.
Newly joined members or newly gained ranks must wait a week after getting their spot to challenge for higher. If you fail in winning any challenge 3 times, the one being challenged can decline.
When someone decides they would like to challenge, they should keep the replay of the battles and post them in the forums, for everyone to see, and for the Champion's info.
That way, everyone knows who changed spots, who challenged who, and we all get to watch some close battles.
Challenging rules are as follows:

Those who wish to become Gym Trainers may not use legendaries for testing, because even if they pass as a Gym Trainer they can not use them. When being tested you will be tested with 3 weakness or not effective against types, you must beat at least 10 out of the total 18 pokemon used (this score may vary dependent on what type they choose). (only one test a day)
TRAINER TO GYM LEADER:
A trainer that wishes to challenge for gym leader must have two test battles against the Champion (or an available elite four member), using the type he wishes to challenge for. The Champion or Elite Four member will use three different types for each battle, aiming to use the weaknesses of the challenger. If the challenger is successful in both battles (varies dependant on type), he can battle the respective gym leader for his spot in a best of 2/3 series. The winner of this battle becomes (or remains) the gym leader of that type. An Elite Four Member MUST be watching. Please understand, even if you win the challenge, you may be turned down (but this is rare). DO NOT publicize the battle unless given permission by the battlers. An audience can be distracting or make people nervous. (only one challenge a week)
EXAMPLE: A fire type trainer wishes to challenge for the spot of fire gym leader. He is tested against water and ground teams by the Champion. He wins both battles, and can now battle for the fire gym leader position. The challenger wins the series 2-1, and is now the fire type gym leader.

At the end of each month, the Phoenix Council chooses two worthy members to challenger for an E4 spot. The challenger must pass a 3 weakness test. After so, the Elite Four choose the members next two opponents for a best 2/3 series. The challenger must be successful in both tests. At least an extra Elite Four is need to proctor the battle. DO NOT publicize the battle unless given permission by the battlers. An audience can be distracting or make people nervous.
